4145 Amended And Moved To Full Senate

03.04.2026

Today, HB 4145 was “gut and stuffed” with the “dash 9” amendment.

This amendment replaces the entire bill, as we reported yesterday. With the amendment, the only change in current law would be the implementation date of the almost-impossible-to-get “permit” and the ban on magazines.

The new date would be Jan. 1, 2028.

The law is still garbage, but this is far less damaging than the original bill.  It now goes to the full Senate floor, where if it passes, it will need to go back to the House for concurrence with these changes.

We can only assume that your pressure on the Republicans created the environment for this positive change.

But the bill still needs to pass the full Senate, and there are no guarantees there.  Democrats may still want to have the 2022 implementation date so they can entrap as many Oregonians as possible for their purchase of magazines.

Please take a moment to remind Senate Republican Leader Bruce Starr that we still expect him to do all he can to make sure this bill passes in its amended form.  We will keep you posted on the progress of this legislation.
