Application can be mailed or you can pick it up at the office. I can either mail the application back or bring it in, but they will still have to set up a separate appointment for fingerprinting, I can not turn it in and get fingerprinted at the same time. No references needed for renewal. They do background check and mental health check. They check all of the states you have lived in.
